In Asia le Filippine offrono molti vantaggi in termini di costi (ridotti), qualità delle risorse umane, vicinanza culturale all&#8217;Occidente. Anche le vicende delle Tigri (asiatiche) vivono alti e bassi. Quelle delle Filippine hanno inizio negli anni&#8217;70: già allora il Paese era considerato dall&#8217;Occidente come una grande promessa; il primo Stato in Asia a incamminarsi verso una definitiva modernità,subito dopo il Giappone. Un luogo con grande disponibilità di manodopera a basso costo, dove delocalizzare vantaggiosamente produzioni ad alto impiego di manodopera, soprattutto dagli Stati Uniti. Eppure, questa prima partenza venne inaspettatamente deviata dalle vicende politiche. Il Governo di Manila guidato da Ferdinand Marcos degenerò, a partire dagli anni &#8217;70, in una dittatura violenta e corrotta accompagnata da problemi di instabilità interna con veri e propri movimenti di guerriglia. Nell&#8217;ultimo decennio le Filippine hanno ripreso il cammino e sono oggi su livelli di crescita particolarmente elevati anche per gli standard asiatici (+ 7,6% il PIL del 2010). Stanno quindi recuperando il terreno perduto con il vantaggio di avere, rispetto ad altri, un piede in Asia (il mercato, i costi, i rapporti doganali privilegiati con la Cina e le altre Nazioni ASEAN) e uno in Occidente: la lingua, le basi giuridiche, la cultura profondamente cattolica. Le Filippine, ex protettorato statunitense, sono oggi, senza dubbio, la più occidentale delle nazioni asiatiche. E sono un grande Paese (oltre che un mercato particolarmente ricettivo) : 94 milioni di persone in aggiunta a 10 milioni di emigranti che ogni anno inviano rimesse per 20 miliardi di dollari. Il Governo di Manila questa volta c&#8217;è. Il nuovo presidente, Benigno Aquino III, eletto con una maggioranza senza precedenti nel 2010 ha ora lanciato un programma di riforme che prevede grandi investimenti insieme allo smantellamento di protezioni e ostacoli burocratici. Il programma coinvolge il miglioramento delle strade, di diversi aeroporti interni, del sistema di navigazione marittima, lo sviluppo della filiera energetica, la costruzione di metropolitane urbane. Ma la scommessa del Paese si basa oltre che sul dinamismo economico, sul maggiore ‘asset’ del Paese, la qualità delle risorse umane.</p>
<p>In Italia abbiamo imparato ad apprezzare solo una parte dell&#8217;emigrazione filippina. Altrove (Stati Uniti, Paesi del Golfo, Asia) opera anche una componente, molto qualificata ma altrettanto affidabile di medici, ingegneri, manager, insegnanti. Partendo da un patrimonio umano di questo livello, anche le imprese straniere che si installano nel Paese possono affrontare la sfida dell&#8217;Asia, in modo molto più agevole.</p>
<p>IL MERCATO</p>
<p>CONSUMI domanda aggregata di 120 miliardi di dollari con una popolazione di 94 milioni di persone che cresce nell&#8217;ordine di 2 milioni all&#8217;anno.</p>
<p>INVESTIMENTI piano di sviluppo delle infrastrutture per 60 miliardi di dollari nei prossimi anni. I settori: strade, porti e aeroporti, servizi a rete, energia.</p>
<p>SPESA SOCIALE 100mila nuove abitazioni previste a Manila (capitale di oltre 20 milioni di abitanti) nei prossimi anni e un piano sociale che prevede la costruzione di centinaia di scuole, nuove università e istituti tecnici, ospedali e strutture sanitarie locali.</p>
<p>TRATTATI DI LIBERO SCAMBIO con Cina, Giappone, Corea del Sud, Australia, Thailandia, Malaysia, Indonesia, Nuova Zelanda, Vietnam, Cambogia.</p>
<p>PRINCIPALI FILIERE PRODUTTIVE edilizia &#8211; turismo &#8211; agroalimentare &#8211; produzione software &#8211; call centers e servizi di ingegneria per committenti esteri &#8211; meccanica e componentistica auto &#8211; tessile e abbigliamento &#8211; mobile e arredo &#8211; filiera del cuoio e calzaturiera &#8211; estrazione mineraria (oro, nichel e rame) &#8211; industria ceramica e del marmo.</p>
<p>COSTI DI INSEDIAMENTO affitti annui (standing elevato) pari a 260 dollari anno per m2, (Cushman&amp;Wakefiled 2011) costo del lavoro indicativo per un ingegnere di 450 dollari al mese, per un operaio semplice di 8 dollari al giorno.</p>
<p>PARCHI INDUSTRIALI le Filippine offrono un vastissima scelta di aree già attrezzate riservate alle industrie esportatrici (Economic Zones) con un trattamento fiscale e doganale fortemente agevolato</p>
<p>Il mercato</p>
<p>Un Paese di consumatori Le Filippine differiscono dagli altri Paesi asiatici anche per l&#8217;elevato livello dei consumi, che coprono il 70% del PIL. Il dato è imputabile alla crescita di una classe media formata in gran parte da giovani ma anche a un fenomeno specifico: il massiccio afflusso di rimesse dall&#8217;estero per aiutare le famiglie. Questi soldi vengono canalizzati nei centri commerciali del Paese che sono oggi tra i maggiori di tutta l&#8217;Asia.</p>
<p>Economic Zones.</p>
<p>In questi Parchi industriali, diffusi in tutto Paese, è insediata la maggior parte delle industrie prevalentemente esportatrici (60/70 per cento) che possono beneficiare di una esenzione totale dalla tassazione sui redditi per un periodo iniziale che va da 4 a 6 anni. Dopodichè sono tassate con un&#8217;unica imposta forfettaria del 5% sul fatturato netto. Le merci da e verso le Economic Zones non subiscono le normali procedure doganali nei porti. L&#8217;importazione di attrezzature, semilavorati e materiali avviene in esenzione di dazio. Rilancio industriale Le Filippine, sono diventate uno dei maggiori poli produttivi dell&#8217;industria elettronica mondiale. Ciò a dimostrazione che le capacità nel Paese sono notevoli. E stanno crescendo anche in altri comparti, orientati sia ai mercati globali che al soddisfacimento di una consistente domanda interna (tessile e abbigliamento, meccanica, mobile e arredo ecc. Possono contare su una manodopera affidabile, con costo del lavoro inferiore alla stessa Cina, nonché su un&#8217;ampia disponibilità di manager, tecnici e quadri, spesso con esperienza internazionale (Asia, Mercati del Golfo, Stati Uniti) formati in università di modello statunitense. Eccellenti prospettive emergono anche nella filiera delle costruzioni e dei materiali, trainate da una forte domanda interna.</p>
<p>Un mercato &#8216;allargato&#8217; di oltre 600 milioni di persone.   Le Filippine aderiscono agli accordi di libero scambio dell&#8217;Asean a cui partecipano anche Indonesia, Malaysia, Singapore, Thailandia, Brunei, Vietnam, Laos, Myanmar (Birmania) e Cambogia con una popolazione complessiva superiore ai 600 milioni di abitanti e un PIL di circa 1.800 miliardi di dollari. Grazie a questi accordi, la maggior parte dei prodotti &#8216;made in Philippines&#8217; può accedere a questi mercati con una tariffa pari o inferiore al 5%. Si aggiungono le opportunità del Philippines Japan Economic Partnership Agreement (PJEPA) che consente all&#8217;81% delle esportazioni filippine di entrare in Giappone in esenzione di dazio. Sono altri 127 milioni di consumatori. Non solo, ma la stessa Asean, ha implementato una serie di accordi doganali di libero scambio con Giappone, Cina, Australia e Nuova Zelanda, Corea del Sud ed è in trattative per un analogo accordo con l&#8217;India. Questo significa che le aziende straniere che decidono di localizzarsi nelle Filippine grazie ai bassi costi di lavoro (i più bassi tra i Paesi emergenti della Regione, dopo il Vietnam) e alla eccezionale disponibilità di tecnici e manager preparati, possono godere degli stessi vantaggi.</p>
<p>Quando è facile comunicare.   Le Filippine hanno saputo sfruttare il vantaggio di un utilizzo diffuso della lingua inglese sviluppando un&#8217;industria del call center che si colloca al primo posto a livello mondiale. Dalle verifiche periodiche effettuate dagli utenti di questi centri, gli operatori filippini (spesso studenti universitari con buone competenze specifiche) risultano sistematicamente ai primi posti per &#8216;customer dedication&#8217;. Eccellenza nei servizi La Banca Mondiale ha recentemente effettuato una classifica da cui risulta che le Filippine sono il terzo Paese al mondo per incidenza dei servizi sul totale delle esportazioni. Non solo call center e turismo ma anche attività di back office per banche e società internazionali (la sola Accenture ha 25mila dipendenti nelle Filippine), centri di progettazione e produzione/gestione di softwareper multinazionali come Siemens.</p>
<p>Tra i Paesi emergenti del Fareast il Vietnam presenta tuttora i costi più contenuti. Le Filippine si collocano al secondo posto. In cambio il costo di tecnici e manager è molto inferiore. Con l&#8217;ulteriore vantaggio che nelle Flippine parlano perfettamente l&#8217;inglese ed escono da università di tipo statunitense.</p>

<p>Settore ospedaliero. Il segmento sanitario è di buon livello, orientato a servire pazienti stranieri provenienti da Asia, Stati Uniti, Paesi del Golfo. Si basa su alcuni centri di eccellenza e su un collegamento organico (formazione e ricerca) con università e ospedali statunitensi ed europei (Francia, Svizzera, Germania).</p>
<p>Turismo. Con oltre 3,5 milioni di visitatori all’anno, le Filippine sono una meta turistica che può fare appello all’immenso bacino asiatico oltre che al tradizionale pubblico occidentale. È bastata la liberalizzazione dei collegamenti aerei interni per rilanciare l’intero settore, ma restano altre tappe da completare: prima tra tutte la modernizzazione delle strutture e dell’offerta ricettiva in cui c’è ampio spazio per la costruzione e gestione di piccoli hotel e resort di alto livello con la possibilità di accedere a forti agevolazioni fiscali.</p>
<p>Energia. La crescita economica impone un forte potenziamento della rete elettrica del Paese (produzione e trasporto), ormai quasi interamente privatizzata. Il Governo di Manila punta anche su un forte sviluppo delle energie rinnovabili con tariffe incentivanti che vanno dai 16 centesimi di dollaro per kWH per le biomasse a 24 centesimi per l’eolico a 41 centesimi per il solare. Nel settore stanno investendo numerosi operatori statunitensi, olandesi, tedeschi e canadesi.</p>
<p>Estrazione mineraria. Il Paese dispone di ingenti giacimenti di oro, rame, ferro, nickel e altri metalli con riserve identificate ed estraibili valutate in in oltre 1.400 miliardi di dollari. Nel settore sono avviati o in fase di lancio investimenti per circa 7 miliardi di dollari.</p>
<p>Le Filippine sono in assoluto la location più competitiva in Asia per la localizzazione di uffici e l&#8217;affitto di spazi commerciali. Si collocano al secondo posto dopo il Vietnam per il costo dei capannoni industriali.</p>

<p>Every devotee who joins the procession of the Black Nazarene comes to offer a pledge (panata), or to honor one previously made.  A panata is deeply personal and is purely voluntary.  Often, it is passed on from generation to generation.  The devotee asks the spirit of the Nazarene to enter the core of his being.  He has wishes and intentions for himself and his loved ones, but he does not press these as demands or entitlements.  He leaves it to the Nazarene to determine their worthiness.  In return, he makes a lifelong pledge to attend the procession every year, and to visit the icon whenever the opportunity presents itself.</p>
<p>The wishes are varied: recovery from a critical illness, safety in one’s overseas journey, success in an examination, relief from a series of misfortunes, the grant of a longed-for spouse or child, forgiveness for something done or not done. These are not ordinary prayers. They are intentions secured by a pledge, a commitment to virtue, albeit limited, or to personal transformation.</p>
<p>Religious devotions are common in our society.  But perhaps no other piety can equal the manic fervor that marks the devotion to the Black Nazarene.  Individual devotees come as private seekers and are dissolved in the crowd, emerging as little bubbles in what the French sociologist Emile Durkheim calls a “collective effervescence.”  The energy that is formed and released by the multitude during the Nazarene’s procession is what religion, in its most elementary form, is about. The mass energy of a million people is focused on the image, and from there it radiates its power back to the crowd. This phenomenon prompted Durkheim’s conclusion that, in religion, what the people actually worship is no more than a representation of their collective being.</p>
<p>This is of course contrary to the self-understanding of religious systems, from whose standpoint the icon, the image, the statue, (the “totem”) is itself the source of the force. Whether one subscribes to Durkheim or not, no one can fail to be impressed by the demonstration of this astounding phenomenon in the annual procession of Quiapo’s Black Nazarene.  On the ground, one is either engulfed as a participant, or becomes an isolated entity with a limited view of events. It is the panoramic eye of the television camera that captures and reveals the multitude.  As it pans the heaving and swaying crowd surrounding the statue of the Nazarene, the camera offers the viewer some of the most graphic images of collective energy one can ever hope to see.  Tracking this elusive energy’s ebbs and flows, one is mesmerized by its moments of sudden seizure and graceful calm, its coherence and self-control, and its episodes of release and chaos.</p>
<p>So boundless is this elemental force that one might be forgiven for imagining what immense social good it could bring if it were harnessed to long-term collective goals.  At the same time, however, one cannot be unmindful of the dangers that lurk behind the excesses of the frenzied crowd from which it emanates.</p>
<p>At one point in last Monday’s 22-hour procession, the crowd went after a suspected cell-phone snatcher.  The man, garbed in the maroon shirt of a Nazarene devotee, literally rushed into the arms of the police to shield himself against the blind rage of a lynching mob. These professed followers of Christ tried to break into the security cordon where the man was being detained.  They wanted to kill him.  At that moment, they forgot who they were supposed to be: Christians moved by love and forgiveness. They had become mere members of a herd whose ranks felt threatened.</p>
<p>Such are the origins of fanatical violence.  A force for good unexpectedly turns into its opposite. The lines between the sacred and the profane, so exquisitely drawn in ritual observances, are summarily breached in the most inexplicable way.  It makes one wonder if Durkheim was right to associate religion with the demarcation of the sacred and the profane.</p>
<p>One of the most charming traits of Nazarene spirituality is the practice of going barefoot on the hallowed ground where the procession of the Nazarene passes. In an act of purification, devotees shed off their slippers and shoes as they enter the sacred domain of Christ.  But the deed is soon controverted and rendered meaningless by the profane and wanton littering that follows in the wake of the holy procession. It is astounding to see how the devotees mortified their bodies and purified their hearts but could not care less that they were dumping all their trash along the procession route and in front of the church that serves as the Nazarene’s home.</p>
<p>With single-mindedness, they jostled with one another to get close to the Black Nazarene for the rare privilege of wiping it with their shirts or touching even just the platform on which it rests.  So deep was their faith that after the carriage broke down from the weight of the people who had clambered aboard, several devotees hoisted the platform on their bare shoulders, and carried it through the length of the procession.</p>
<p>Yet, when the procession was over, and the statue was back in its glass case inside the church, the platform that a while ago had been part of the venerated objects was casually shoved to one corner of the courtyard where it lay unattended. Amid the sea of garbage left behind, the Nazarene’s andas stood as an ironic reminder of the shifting boundary between the sacred and the profane</p>

Una nota di colore che oggi ricordiamo dopo notizie tetre e grige. La faccia di un uomo con il cranio rasato e senza barba si nota subito (come quella di uno che non si taglia ne quelli ne questa per un anno intero). Non che lasciandoli lunghi si acquista maggior forza come Sansone, più che altro danno fastidio. I capelli e la barba di un uomo normale crescono di circa 15 cm all`anno, dicono gli esperti. Troppo. Radersi a zero nelle Filippine poi fa anche bene, soprattutto per il grande caldo e il diffuso sudore. In fondo sono piccolissimi organi viventi che hanno bisogno di rinnovarsi, come le piante e come siamo noi all inizio di ogni anno nuovo: anno nuovo, vita nuova!  Il 7 gennaio, compleanno di padre Fausto o Tatay Pops, era diventato, per molti in Arakan, un evento a cui partecipare, anche perchè poi si completava con un pasto di brodo caldo di gallina e patate dolci per tutti. Comunque il radersi, soprattutto la testa anche se mezza calva è pure un atto rituale di sacrificazione della propria figura estetica. In questo modo i religiosi si desacralizzano per iniziare un pellegrinaggio che magari avanzerà pari passo come la crescita dei capelli. Piace che sia stata così l`intenzione di Fausto: rinnovare ogni anno compiuto le scelte fatte, riportarle al punto di partenza per ripartire e farle ricrescere con nuovo vigore.  Del resto niente va perso e tutto è Grazia: anche i capelli persi, tagliati e caduti sul terreno sono contati da Dio Padre.</p>
<p><strong>No shave this year</strong>, to which, every birthday, father Fausto Tentorio underwent . A hint of color that we remember today after bleak and gray news. It is easy to notice immediately the face of a man with a shaved head and no beard (the same for one that does not cut them for a year). Not that by letting them to grow you acquire more power like Samson. Long hair it is a nuisance more than anything else. The normal hair and beard of a man grow about 15 cm in a year, experts say. Too much. In the Philippines to shave them is good, especially for the great heat and the much release of sweat. Anyway, these are tiny living organisms that need to be renewed, like plants, like us at the beginning of each new year: new year, new life! January 7, birthday of Father Fausto or Tatay Pops, had become for many in Arakan mission an event to attend. Also because, the ritual shaving was completed with a meal of chicken broth and sweet potatoes for all. However, the total shaving, even for a half bald head, can be regarded as a ritual act in which we sacrificed our own aesthetic figure. In this way the religious people desacralized themselves in order to begin a pilgrimage that will advance hand in hand like the growth of their hair. We guess this was the idea of Father Fausto, to renew every year, every birthday, his living choices. To bring them back at the starting point and start again with new vigor. Besides this, nothing is lost, all is Grace. Even the lost, cut and fallen hair on the ground are counted by God the Father.</p>

			<content:encoded><![CDATA[<p>Spacciandosi per cercatori minerari, gli agenti dell&#8217;NBI (National Bureau of Investigation) sono andati in un villaggio dell&#8217;entroterra dell&#8217; Arakan, Nord Cotabato e hanno arrestato Jimmy Ato il presunto killer di padre Fausto Tentorio. C&#8217;e&#8217; stata una breve sparatoria tra gli agenti e alcuni compagni di Jimmy. L&#8217;arresto è stato  eseguito in Sitio Iwak-iwak, Barangay Kulaman, Arakan Valley. NBI, deputy director, Virgilio Mendez ha detto che gli investigatori stanno cercando di ottenere una dichiarazione firmata da Ato su come lui e altri hanno pianificato l&#8217;uccisione del missionario italiano. Sembra che Ato sia disposto a rivelare i nomi delle personalità coinvolte nell&#8217;omicidio. Il complice di Ato sembra sia suo fratello minore Robert, sfuggito all&#8217;arresto dopo il breve scontro a fuoco. Con la sua famiglia Jimmy Ato e&#8217; stato portato nell&#8217; ufficio NBI di Cagayan de Oro. Nel primo interrogatorio Ato ha rivelato che il motivo di uccidere Tentorio e&#8217; stato per la sua difesa dell&#8217;ambiente e la politica locale. Ha pure confessato che un capo indios ha convocato lui e suo fratello in una riunione dove hanno progettato l&#8217;uccisione una settimana prima. Fr. Tentorio è stato assassinato mentre si apprestava a lasciare il convento per kidapawan lo scorso 17 ottobre. Ci sarebbero state anche &#8221;tre personalità importanti&#8221; in quella riunione, ma Ato ha rifiutato di nominarli.  Ci sarebbe pure qualche partecipazione dei militari, ma il Comando delle Forze Armate di Mindanao, in un messaggio di testo a MindaNews, ha negato il coinvolgimento militare. NBI Mendez ha descritto Ato come un semplice contadino della tribù Tiruray che segue le istruzioni dei capi indios. Sarebbe stato pagato solo P1,500 (30 dollari circa) per uccidere il sacerdote. NBI Mendez ha detto che sapeva del coinvolgimento di Ato dopo che l&#8217; NBI aveva segretamente inviato squadre di spie civili ad ascoltare ciò che la comunità stava dicendo circa l&#8217;omicidio del sacerdote. Alcuni come venditori ambulanti, altri come i minatori alla ricerca di oro. L&#8217;NBI infine garantirà i mandati di perquisizione per sequestrare le due moto utilizzate dai killer e, soprattutto, l&#8217;arma del delitto una pistola con proiettili di 9 millimetri.</p>

			<content:encoded><![CDATA[<p>Filipino authorities arrested the alleged killers of Fr. Fausto. The minister of Justice, Leila de Lima, said that a certain Jimmy Ato and his brother Robert have been apprehended. This took place  in Sitio Mahiwakwak, Barangay Kolaman Valley some 20 km north of GreenFields, Arakan, where fr. Fausto was killed. However Jimmy was arrested by virtue of an Arrest Warrant issued by the Regional Trial Court Branch 13 in Cotabato City for destructive arson with homicide. The hope is that this arrest would also lead to the mastermind in the killing of Fr. Tentorio.</p>

La popolazione delle aree disastrate erano state avvisate della possibilita&#8217; di pesanti piogge ma nessun ordine di evacuazione e&#8217; stato emesso. L&#8217;isola di Mindanao e&#8217; colpita da tifoni solo indirettamente. I circa 20 tifoni all&#8217;anno colpiscono direttamente solo l&#8217;isola di Luzon a nord dell&#8217;arcipelago filippino. I fiumi che attraversano Cagagaya de Oro e Iligan raccolgono le acqua di altri torrenti e fiumi provenienti dalle vicine montagne alte anche piu&#8217; di 2000 metri.</p>

Altre 260 persone risultano disperse in una delle peggiori alluvioni a Mindanao negli ultimi 25 anni. 100.000 circa gli sfollati. Washi (o Sendong) ha portato piogge intermittenti con raffiche di 140 km all&#8217;ora che ha avuto inizio nel tardo pomeriggio di Venerdì, con 180 mm di acqua piovana in meno di 24 ore. Molti abitanti sorpresi nel sonno.</p>
